The SPRTA fee program (Tier 1) began in 2002 to fund approximately $124.9 million for regional transportation projects. The SPRTA Tier 1 traffic impact fee program was amended or updated in 2006, 2007, 2009, 2012, 2014, and most recently in 2024. The lasted update includes approximately $359 million in SPRTA fee revenue to help fund about $586 million in regional transportation projects. 

The SPRTA Tier 2 fee program was created in 2009 to fund Placer Parkway and is assessed to specific developments through development agreements. 

Changes to the fee program or allocations of fees require unanimous vote of all four members of the SPRTA Board of Directors.

Current Fees

The latest SPRTA Tier 1 Impact Fees, effective July 1, 2024, can be found below. Tier 2 fees are assessed through development agreements; current fees can be found below.

Inflationary Adjustment

Each year SPRTA adjusts the Tier 1 and Tier 2 based on an inflationary increase of the Engineering News and Review's Construction Cost Index. The inflationary increase for 2024 was 1.547%. The SPRTA Board approved the inflationary increase at their April 24, 2024 meeting. The new fees became effective on July 1, 2024.

Bond Opportunities for Land Development (BOLD) Financing

The BOLD program was designed to help developers and local public agencies in California finance public infrastructure needed for new development using municipal bonds issued by the California Municipal Finance Authority. SPRTA participates in the BOLD program and charges a $250 administrative fee to process each reimbursement request under this program.

Statewide Community Infrastructure Program  (SCIP) Financing

The SCIP program was designed to help developers and local public agencies in California finance public infrastructure needed for new development using municipal bonds issued by the California Statewide Communities Development Authority (CSCDA).  SPRTA also participates in the SCIP program .

SPRTA Fee Districts

The SPRTA fee area is divided into 10 fee districts, with fees calculated on a nexus-basis via the South Placer traffic model. (The Town of Loomis is not a SPRTA member; it is excluded from the fee districts and developments in the Town of Loomis do not pay SPRTA fees.) Fees are assessed on all development, including residential, commercial, and industrial.
