Request for Proposals for TDA Performance Audits of the Placer County Transportation Planning Agency (PCTPA), the Western Placer Consolidated Transportation Services Agency (WPCTSA), and Three Transit Operators

The Placer County Transportation Planning Agency (PCTPA) is soliciting proposals to conduct performance audits of PCTPA, the Western Placer Consolidated Transportation Services Agency (WPCTSA), and three transit operators under PCTPA’s jurisdiction for Fiscal Years (FYs) 2021/22 through 2023/24. The performance audits must be completed during FY 2024/25 and in compliance with relevant sections of the Transportation Development Act (TDA). The consultant budget for all TDA performance audits is not to exceed $50,000.

Prospective consultants should deliver one electronic copy of their proposal by 4:00 pm (Pacific) on Friday, August 23, 2024. The electronic copy shall be included on a USB memory storage drive, along with a sealed hard-copy of the consultant's Cost Proposal, and delivered to PCTPA's office located at:

Roseville, CA 95661

The RFP deadline is firm. Late proposals will not be accepted. PCTPA shall not be responsible for email or file share delivery failures. It is expected that a contract will be awarded in September 2024.

Upcoming Request for Proposal for Countywide Zero Emission Vehicle Infrastructure Plan for Placer County, California 

The Placer County Transportation Planning Agency (PCTPA) recently received a $1.2 million federal Carbon Reduction Program grant from the Sacramento Area Council of Governments to develop a countywide plan for zero emission vehicle (ZEV) infrastructure for Placer County.

PCTPA will be requesting proposals soon for qualified consultants to develop a Countywide ZEV Infrastructure Plan for Placer County, California. The Request for Proposal (RFP) is currently being developed. The anticipated RFP release of August 9, 2024, is an estimate and is subject to change. Final Application Placer County Countywide ZEV Infrastructure Plan

PCTPA will collaborate with its member agencies and local utilities to:

  •  Identify ZEV infrastructure gaps and develop a method to identify potential sites.
  • Assess electrical grid capacity to support and sustain increased ZEV usage.
  • Assess clean mobility options and strategies to improve ZEV usage.
  • Identify options to serve traditionally hard to reach sectors, including rural and disadvantaged communities and existing multi-unit development areas.
  • Help develop permitting tools, planning and design standards.
  • Help develop public fleet transition plans.
  • Identify applicable funding and incentive opportunities.
  • Prepare an implementation plan to help guide agency decisions to prioritize investments.
  • Identify opportunities to implement near-term innovative pilot projects.
  • Connect with residents and organizations through a comprehensive public engagement campaign.
  • Develop a Countywide ZEV Infrastructure Plan.

PCTPA will host office hour sessions from July 29 through August 2, 2024, at 2260 Douglas Boulevard, Suite #130, Roseville, CA 95661. Office hour sessions are open to all interested consultant teams to ask questions of PCTPA regarding the grant award to develop a countywide plan for zero emission vehicle infrastructure. All office hours are limited to approximately one hour. Request for Proposals for Environmental Review, Traffic Performance, and Supporting Consulting Services

Placer County Transportation Planning Agency Regional Transportation Plan Update

Placer County Transportation Planning Agency is seeking proposals from qualified consultant(s) to prepare a programmatic Environmental Impact Report (EIR) in accordance with the California Environmental Quality Act (CEQA) and develop traffic performance indicators for the update of the Regional Transportation Plan (RTP), known as the 2050 RTP.

Prospective consultants should deliver one electronic copy of their proposal by 4:00 pm (Pacific) on Friday, June 28, 2024, emailed to: cpeterson@pctpa.net. Maximum file size that can be emailed is 20MB. If your file is larger and you wish to deliver the proposal via Dropbox or a similar file share service, please contact PCTPA no later than 4:00 pm on Thursday, June 27th, 2024, to set up a link and ensure smooth delivery. Optionally, you may deliver your one electronic copy in-person on a thumb drive by 4:00 pm (Pacific) on Friday June 28, 2024 to PCTPA’s office located at:
