Notice to Interested Consultants: Placer County Evacuation and Transportation Resiliency Plan
Caltrans has awarded the Placer County Transportation Planning Agency (PCTPA) a Climate Adaptation Planning grant for $630,000 to develop an Evacuation and Transportation Resiliency Plan for Placer County. Recent impacts of climate change have caused disaster events in Placer County to occur more frequently and more intensely, such as wildfire, extreme heat, extreme snow, and flooding. PCTPA will be partnering with the Placer County Office of Emergency Services to develop a countywide Evacuation and Transportation Resiliency Plan, which will analyze the county’s multimodal transportation system, assess constraints hindering evacuation under a range of extreme climate events, and help plan for more resilient transportation infrastructure in Placer County. The Evacuation and Transportation Resiliency Plan will serve as an important input in the development of the Placer County Office of Emergency Services Local Hazard Management Plan. PCTPA expects to begin this planning work in spring 2025 with an anticipated fall 2026 completion.

Depending on the level of consultant interest, PCTPA will either schedule individual consultant “office hour” sessions or a pre-proposal conference providing the opportunity to learn about the project, clarify and explain any technical issues, and brainstorm possible challenges prior to release of the formal Request for Proposal.
